Transfer of past service benefits

Sirs,
I beg to put the following for your valuable guidance.
I joined the Central Govt. service on 18/04/1986 as a LDC and got promoted to UDC on completion of ten years.
After completing 11 yrs. I got myself transferred to a Central Autonomous/Statutory Body on tendering a technical resignation from the post and service on 04/10/1997 and joined as Junior most LDC .Now I am continuing in the Statutory service and I am due to retire in 2022.
In the mean time the parent ministry sent a cheque for my GPF accumulation drawn in my name which I got encashed in due time. I applied for transferring my pro-rata pension benefits and gratuity to my present employer. But nothing has been heard till date.
I would like to have your opinions on i) If I opt for the pro-rata pension and gratuity benefits, will the amount prove to be more beneficial in the long run? and
ii) Whether my service tenure in the Central Autonomous/Statutory body (i.e.from 07/10/1997 till 31/10/2022. excluding the event of my death before) which counts for 25 years is sufficient for eligibility of full pension or not.

No promotion for 4 years- acr marked very good

Dear sir,
I am working in DRDO, Ministry of Defence as scientist -D. I have been denied promotion for the last 4 years (2014-2017). I had obtained -very good ie above 80% in my ACR and called for assessment in 2014 after completing 5 years residency period. To my surprise ACR which marked 'very good; contradicts my performance in assessment as unfit. Only favored candidate get through the assessment inspite of them having inferior Bio-data. I have also gone on a number of field duty to high altitude which others have not. I recently came across a judgement of the SC on the net
about right to promotion a fundamental right (2014 judgement). Kindly advise me what I should do.
