Fraud case

I gave Rs 4 lakhs cash in April 2016 to a Govt Employee, he told he will give us home within 1 month. In October 2016 he gave us all above things in writing (with signature) on 100 Rs. Stamp Paper with one witness. Its been 1.5 years now, he is not picking our phone calls, giving false promises etc. He hasn't given us room uptil now.

Can FIR be filed against him in fraud case. Please advice us urgently.

Seniority

R/Sir
My first joining was as a punjab govt teacher 26-11-2001 under pay scale 10300-34800 with grade pay Rs 5000. In July 2012 I joined food supply department punjab under pay scale 10300-34800 with grade pay Rs 4200 through proper channel. While I was in teaching profession my annual increment is in the month of December.
I want to know
What should be the month of increment in food supply I.e. In July or in December. Second after pay fixation what should the grade pay whether rs. 5000 or rs.4200. Third I want to know on which date my seniority has to be counted.
Thanks

Case against cheating girl/family, false promise of marriage

I was in a relationship with a girl for more than a year. Both girl and boy were very happy with each other and decided to get married. As the girl's family are from a richer family background compared to boy's, she asked him to get a great job so that she could talk to her family about marriage. The boy was reluctant as he was interested in doing PhD, but the girl asked him in order to talk to her family, boy should get a great paying job. The boy agreed and found more than 5+ jobs even though he was not interested, but he did this for the girl. The girl was always demanding to get more salary therefore initial 4 jobs were rejected by the boy.

After the boy got a job with a great salary (1L+ per month), she spoke to her family and convinced them. Then the parents met and decided for the engagement. During all this engagement proposal, she went to do her Master's degree to a foriegn country.

Her parents after talking to the boy and his family, ask him to get own house so that they can tell their relatives that the boy's side is well settled. Again the boy agreed and booked an apartment by taking a loan of ₹45L.

Just a month before the engagement, the girl calls the boy and tells him that she started liking another person in that country and wanted to cancel the engagement.

The boy and his parents, her parents convinced her a lot, but of no use. The boy persuaded her and tried to convince her for months, but she simply blocked all contacts.

Now she is back in india and somehow convinced her parents to cancel the engagement.

The boy and their parents are from middle class family and they are distraught. The boy lost his PhD option, ended up in a job which he did not want and lost the girl too.

The boy now wants to take strict action against the girl and her family for putting him/family under severe mental torture and trouble.

Please guide on how can the law be used for getting relief.

Sbi housing loan: patta not enough?

Father's property in Kerala, with sale deed, title deed and tax paid for several decades. Father left a registered Will when died for wife and children. The Will, along with death certificate, affidavits etc were given to the village office and property register updated to individual names. For the last 12 years individual tax receipts available.
Now, one of the daughter's husband wants to build a house, availing SBI Housing loan in favourable terms as he is a SBI manager. However SBI and its Lawyer insists that, while the ownership of the property to the daughter is not in doubt (all documentation clear and no disputes), some sort of a "registered document" is necessary. Apparently "registration" (in the form of partition deed or so) is said to be costing several lakhs. Another alternative proposed was daughter making a gift deed to her husband. This again will cost some money and effort.
It is not understood why this rigmarole (creating new registered documents on matters that is already documented) is really required.
Couldn't the Lawyer (or a Notary) take cognizance of the existing documentation (assuming getting patta may not be an issue) and issue a clearance certificate? What would be the simplest way to proceed and make people understand?
