Compassionate ground appointment - not following dpar rules

Govt of Karnataka Notification No. DPAR 100 SCA 1995 Dated 12/09/1996
Rule 4 (4) says: Appointment should be confined to the post of Group C or Group D depending upon the qualification prescribed for the post.
Less than 10th Std - Group D
10th Pass - Group C -Junior Assistant (SDC)
Degree & above - Group C - Assistant (FDC)
What if a State University in Karnataka is appointing persons, irrespective of their qualification, on Compassionate Grounds to Group D posts only?
about 85 persons are appointed to Group D Posts - Peons / Attenders even though they possess Educational qualification as Ph.D., PG / UG Degree Holders, PUC and SSLC right from 1997 to 2018.
Can the Government take any action against the University for NOT following the Government Orders?

Seniority position of reserve panel/waiting list candidates with main list I.e initial list candidates will be fixed as per chronology / order of marks secured in UPSC or reserve list candidates will be placed below

Authoritative clarification needed on state consume commis

Clarification needed on procedure at State Commission

I have gone for appeal in State Consumer Commission. I have sent appeal papers through RPAD and the case has been registered but notice not sent to Opposite Parties.

Upon enquiry through phone they had told just send the lower court order and rest the commission will do what is required.

I approached Kerala State Commission in July and this is November. I was neither informed of the appeal number or any details provided.

Only when I called they told the appeal number.

But they have not sent notice. So I went to commission and asked what is the matter.

Nobody has a single opinion as to why notice not sent.

Registrar, SDC, Bench Clerk finally all pointed towards judge. I wanted to ask judge but I did not get opportunity.

Now these are the questions I asked there but did not get an answer.

I expect authoritative replies here which can be helpful.

1. Will I have to appear in state commission on regular basis?
2. When will commission send notice to Opposite party?
3. How long will it take commission to decide the case, is there any time limit like 90 days given to district forums?
4. Should I approach High Court to give directions to state commissoin to expedite the appeal. If yes. Under what sections of Law should I approach High Court?

I cannot afford advocate so I am handling case myself.

Possession letter is lost/missing

Dear Expert
I had bought a flat from the builder and they had given me possession letter in March 2017 when I had paid them full amount. I was told to hand over this possession letter to the person who was incharge of handing over the keys and I did that and got the keys. Now when I wanted to apply for electricity connection the Electricity supply company is asking for possession letter which I don't have as I had given to the person when I got the keys.
I have explained this situation verbally and in writing to the promoter but he is not responding. Please advise me what legal steps can be taken to get the duplicate possession letter as without this letter I cannot get the new electricity connection.

Divorce

Parties married as per Hindu custom. Husband filed Divorce petition and obtained decree of divorce expartee. All steps returned unversed to the wife and the noted reason in the returned envelop is door locked, even though there was always persons in the address. The husband is trying to get married again and on his attempt wife came to know about the expartee divorce order. The order was made before 7 months. so there is delay also. Whether the wife can get a stay of the divorce order so that she can prevent her husband's new marriage ?. Is she file appeal before High Court.?

Divorce from wife

My wife has left the house 4 month back .. she disowned me and our child 7yeaenold son . He Doesnt want to meet his mother neither wants to see her face . She too is staying somewhere and has a boyfriend who is also married and has a kid .. he comes to drop her pick her up from her place and also stays with her sometimes she had misuses the power of attorney I gave to her of my new account when I was working abroad . Also some good which was missing when she left the house. Her parents too had taken money from me as loan which they said will return back but till date has never returned .. not even a single rupee. .. now their daughter (my wife) is going around with someone and it seems to be ok ..why is Indian law so funny .. why can't an adultry be registered on the wife .. also Id I file for divorce .. can I claim for any sort of compensation from her for the kid ... As she is also working since last 2 years

A marriage ceremony perform in church of a Hindu and Christian is valid in the eyes of law if not registered under court.

Note : couple not living together but in touch.
