Sports policy partially adopted for giving reservation

Sir in judicial posts
Advertisement comes with 3 posts for ESP I.e Eligible sports person
Eligibility as per definition of ESP was sports person to be played at national level for state and Sports Gradation of Grade A and Grade B is shown in advertisement by saying that it comes under state policy of 2018
But the policy of 2018 has 4 grades A B C D( All grades level on decreased order I.e Olympics (A) to National school games (D) )
In the advertisement the eligible sports tournaments shown in 9 categories deals with Grade A and B
But in the state sports policy there are 13 categories ....9 to 13 deal with grade C and D which was not shown in advertisement
Also the sports policy says Grade A person can apply for Group A posts but Grade B can only apply for posts other than Group A
Now a person who is ESP as per definition of ESP having Grade D is not eligible for appearing in main exam by saying that your gradation is not as per advertisement I.e where C and D are not discussed
Note: No where in Advertisement it is written that Grade A and Grade B are allowed
No where in Advertisement it is written Grade C and Grade D are not allowed
It is mere presumption that A and B are allowed because Grade A and B are discussed in advertisement and only 9 categories of sports are discussed which only deals with Grade A and B
...

...

Now is not this discrimination with Grade C and D candidates who are not eligible but Grade B is allowed for ESP
And whether advertisement for recruitment in judicial posts can surpass the sports policy as the facts itself shows that by allowing Grade B eligible for Group A posts along with Grade A is pic and choose from the sports policy ( Also 9 categories of sports tournaments shown and only Grade A and B is discussed besides the fact that there are 13 categories and grade C and D are also there)
Whether the state can form there own eligibility for ESP by getting some part from the state sports policy And ignore the other

What documents to be asked

We are a CHS society. Our developer xyz has sold one flat free of cost thru it's partner A ( promoter/ developer) to B (Allottee/Land owner) free of cost with C as " confirming party ". The transfer deed is done and registered but society was not told about it as maintenance bill is still raised in the name of developer xyz. A&B are brothers and C is the father and said property is the ancestral property of C ---" Confirming party ". B has passed away and is no more.Further wife of B has requested the flat to be transferred in her and two childrens name. Now our query is as follows: (1) is B the sole owner or now C or his remaining sons can claim the property also (2) whose name share certificate has to be prepared(3)what documents we have to ask from wife and children (4) what care should society take for indemnifying itself and it's members from future issues / litigation (5)what is the meaning of
" confirming party " in legal terms.

Controlled patta transfer

Madam/Sir
We have purchased a land in the year 2016 from a layout. In the layout most of the purchasers applied and obtained patta in their names.. When we applied for patta transfer, vao told us that the property comes under conditional or controlled patta and hence it cannot be transferred.. However the original owner of the land sold to the second owner in 2003 and the second owner's name is coming in the patta passbook. Later on the second owner sold the land to my owner and my owner got approval for residential plots and sold the land to all.. We also purchased one plot from him.. Now my doubt is if others are able to get the patta transferred, then why we are not given. Moreover the second owner and my owner and myself not belonging to scheduled caste community. Is there any remedy to go with RTI.. Please guide us in this matter..

Revocation of settlement deed.

My father transferred unconditionally, one of his property in my name through a "Deed of Settlement" , by registering in SRO. He continues to live in that house and in the recent years since my husband's death I have also started living with him in the same house. Electricity and Taxes are being paid by me. Can he revoke or cancel the settlement deed. Will that be valid?
