Pay fixation

What is the penalty for an employer who has failed in fulfilling the written assurance in paying the salary. can it be questioned in Lokayukta Courts.? please guide me in this, as i am getting less salary than that of what i was getting in my first posting.

I was a permanent employ of Govt.of Karnataka in the Dept. of Animal Husbandry and veterinary services (selected through State Public Service Commission)since 1992, in 2011 i have applied for a post(through proper channel) of Asst.prof.in the Karnataka veterinary University, which is a state Autonomous body.I got selected for the post of Asst.Prof.in Sept.2012 and got relieved from the State Govt.service by taking permission of the State Govt. and then joined for the post of Asst.Prof of university service. In my Appointment order of Asst.Prof. Registrar has assured me that " If he / she is an employ of State or Central Govt.or Quasi Govt./ Statutory body his/her pay in the university scale would be fixed as per guidelines approved by the Board of management after he she furnishes authoritative information regarding his/her pay".For this i have furnished my Last Pay Certificate issued from my earlier place of working. As per our university statutes i am eligible for pay protection because i was drawing more salary in my earlier posting in the state Govt. than that of what i have been paid as starting salary in the university. This issue has been already discussed in the Board of management and the Board has directed the university to protect my pay, but the Registrar is not protecting my pay, where as he has protected the pay of other two candidates who have joined the university service along with me ,who have come from other university service. So now i want my pay needs to be protected and get re-fixed and this issue to be questioned in Karnataka Lokayukta and That registrar of University has to be punished according to law existing. So please suggest me what steps can take against this pay protection as well action against the Registrar.
