Expenses sharing in case of leakage

I stay on fifth floor of a apartment. Due to the slope in my balcony, forth floor house is having a leakage problem. I am ready to fix the issue as soon as possible bearing the full expense in my flat.
But the forth floor owner is asking me 100% amount to fix the damages in his wall too caused due to damage. Am I liable to pay the amount? I don't feel that right as I am repairing my balcony just for him without asking a penny from him.

I have not done any renovation in my flat and is exactly in the same form as taken from the builder.

Excess payment demanded by managing committee of society

I am a member of a cooperative housing society in Ahmedabad. The managing committee by a resolution has said that any member who carries out plaster work in his row house will have to pay extra 5000 rupees as he consumes more water.
I would like to know the following. ?...
1. Can managing committee pass and enforce such a resolution without approval from general body.
2. We are paying equal maintenance charges and water usage is not metered.
3.No explanation regarding how these charges have been calculated has been given to me

What recourse do I have?

Leakage in below flats due to bad construction of my balcony

Hello Sir/Madam,

I have purchased this flat in Hyderabad in 2012 September. We went to US in 2013 February and the flat was given on rent.Starting 2014 July, we got a call from the below flat owner saying that he is having leakage problem in his flat due to the tenants misusing the balcony. Seems like the tenant who was staying in our house, was bathing his grandmother in the balcony and due to the slope in the balcony which was constructed by the builder, the water stayed stagnant which indirectly started getting into the below flat.

I tried my best by emails and phone calls to contact the tenant to leave the house or stop doing this, but the tenant was very rude and never agreed for this. But somehow we made him vacate by October 2014.He has not even paid my rent and left the house by stealing things from my apartment.

I am ready to get my balcony fixed ASAP at my cost. But the below flat owner is asking for a compensation of 1 lakh for the damages in his walls. Please suggest what am I supposed to do? Since I have not done any renovation in my flat, I don't think its my mistake. Also since the leakage is in my flat I am ready to get it rectified too.
Please advice, now the below flat owner s threatening us to move in a legal fashion.

Noise pollution from factory

Behind my house located in Kirti Nagar residential area in Delhi there is a factory manufacturing auto lights. The machines being used in the factory make constant thumping noise due to which we are not able to sit in peace in our house. The factory operates from 9:00 am to 8:00 pm.
I wish to know
i)to which government authority should I complain and
ii) if no action is taken, what legal remedy do I have.
iii)Also how can I know & prove with surity that this factory is violating Noise Pollution norms.

The plot on which this factory is located is DLF Industrial Area where original owner has sublet his property to a number of small factory units.
