Name transfer of mhada property

hi
my father was having flat at MHADA colony Mumbai. it is 35 years old property. currently we are staying at this flat.we are two brothers and a mother.
our issue is, my elder brother is totally careless. not involving any matter of our family. nor even property expenses. on the other hand, i was totally involve in all matters, all expenses etc. even when my father was hospitalized, he was not even interested in paying hospital bills, not even was interested giving moral support to my father and mother.
because of all his attitude and behavior my father was planning to gift his property to his younger son, i.e. me and my mother also wants the same. but now situation is changed. my father is no more and he did not write any letter or will. now we are planning to transfer this property to mothers name. for doing this our (mine and my brother's) NOC is needed. my brother is aware of the situation, ie if the flat is transfered to mother's name, she can gift the flat to younger one, as planned by our father.
now he is not giving NOC. and asking to transfer at our name but not in mother's name.
is there any wayout to solve this matter in legal way.

regards

Booked under sec 498 and will be presented in court

Sir/ man, we being resident of Maharashtra , my brother married a gal from "Khairthal " village , alwar district , rajhasthan in 2012. Since 2013 they have seperated and she has filled a case for dowry and domestic violence against her husband and family members . Family members got bail from court in 2013 only , but husband"s bail was rejected by "Kishangarh bans civil court and Jaipur high court " also .
Finally after 4 years the police from kairthal have been able to arrest my brother yesterday from Maharashtra and is taking him to Poloce station in Khairthal and then to court at kishangarh bans
My query is as it's summers , so courts are morning there .
-So will the police present my arrested brother same day in court ?
- will they ask for his custody ?
- will judge give him magistrate custody
- can we apply for bail ?
The girl and her family is ready for compromise and we have already came to an agreement on settlement . Will that help us in court ?
Kindly do suggest us , what shall we do for our best interest . Also if anyone can suggest a good lawyer who can represent us tommorow at kishangarh bans court.
Thanks

No passbook for registered agriculture land

hello sir,
we have no passbook for agriculture land which is registered.
now I want to sell the land.
But the officers are saying that you have to obtain a new passbook on your name before you sell it to anyone.
For new passbook application for one acre, they are charging Rs.30,000.
Is the amount correct or what is the correct amount?

Transfer posting reg.

Dear experts,
Brief facts-
I had transferred from NR, Lucknow to NER, Shilling, dated 27.02.2015, w.e.f 1st April 2015. Accordingly, I had joined GSI,NER, Shillong on 10.04.2015 availing 10 days of Joining period. I have successfully completed my tenure of 2 years posting at NER, Shillong.
As per new transfer and placement policy for Group A & B (gazetted) officers of Geological Survey of policy laid down by Ministry of Mines, GSI, circulated with vide Office Memorandum No. 300/050/HRD/TP/2016/20 dated 25.07.2016, I have completed my NER tenure of 2 years in April 2017.Further, “the Para 5 regarding the transfer/posting in the North Eastern Region, it is also clearly mentioned in sub Para 5.2, that person who has completed full tenure in NER, will be considered for posting of his choice (one time)”.
But after completion of 2 years tenure posting at NER, Shillong Chief headquarter, Kolkata authority transferred me to Chandigarh, w.e.f 1st May 2017.I am relieving from 1st may 2017 from Shillong. Now my juridiction will be Northern Region. I thing so like that.
now I want to file the case in CAT at lucknow. But some body told me this place is not your juriduction place . U can file the case in shillong, Meghalaya.

Kindly advice and suggest where I can file the CAT case ? At Chandigarh, Shillong or Lucknow CAT ? In my opinion I can file the case from lucknow. because lucknow is the Headquarter of Northern zone and Chandigarh also come in Northern zone . Kindly suggest me .
