Incorrect voter list

dear sir,
we have panchayat election in jammu, in which the voter list was prepared by Secretary our Panchayat.Voter list of Ward No. 4 ( Mohalla School Nud) & 5 ( Mohalla Proper Nud)was not correct.as the person who reside near school their name comes under the voter list of Mohalla proper nud and those who reside in proper mohalla nud their names come in the voter list of Mohalla School.
Then I filed Application under TRI Act.to BDO. In RTI reply ,i was discovered that the Panchayat Secretary involve in doing so deliberately, As Ward 4 was reserve for Women.
In RTI Application we seek the information that, give us the name of person who involve in preparing the voterlist and who ratifies the voter list.
1. it was revels that those person who ratifies, all reside in Ward No 4.
Panchayat secretary never comes to ward no 5 for the same job.

2. that some the person of ward no 4 denied that the never signe such document the said our duplicate signature done by someone els.
one of them is minor, thats its name was not in the any voter list ,then its mean he not eligible to ratifies. and Lamberdar
also belong to mohalla proper nud,he has been not consulted.

now i want take action against Secretary panchayat, where, and how i can file a complain.

Not understood the section.

179. Offence triable where act is done or consequence ensues.

When an act is an offence, due to anything, which has been done, and of a consequence, which has ensued, the offence may be inquired into or tried by a court within whose local jurisdiction such thing has been done or such consequence has ensued.

What does this section want to say. any judgment can explain.
