Traffic means what artilce 23.

23. Prohibition of traffic in human beings and forced labour
(1) Traffic in human beings and begar and other similar forms of forced labour are prohibited and any contravention of this provision shall be an offence punishable in accordance with law

(2) Nothing in this article shall prevent the State from imposing compulsory service for public purpose, and in imposing such service the State shall not make any discrimination on grounds only of religion, race, caste or class or any of them.

What does article what to say & the meaning of traffic? can i say traffic means the usuall traffice we see in the oroad or what ?

any case law to understand it better.

Regarding the official bond

Hi All,
I am currently working in an IT firm under a bond of 2 years for 2 lakh rupees. I got selected in the INDIAN ARMY. Is there a law that there is no bond,if the person is selected in the national services under which of course the ARMY comes.

Can you kindly suggest me about the provisions in such case.

Divorce by mutual conscent.

Please advise in a case of divorce by mutual conscent of both parties, is there any requirement of any minimum period of seperation? If yes, then what is the minimum period of seperation required? Assuming the marriage took place on 1st March 2011, can the divorce petition be filed on the 10th March 2012?

Ips limited exam

sir,
As the background,MIn of Home affair have taken out ips limeted competetive exam for filling vaccancies of deficient seats.Exam was scheduled on 20th onwards.Now it got stayed by CAT odisha branch on petition of state ploce cadre that they dont have direct rectruitment of DSP since 1976 onwards and there promotiees are not meeting QR of age to appeaar in exam and LCE exam will take there vaccancies of state quota of IPS cadre.
My query is i am in favor of this exam.What action can i take if exam is stayed.where as an aggrieved individual i can process my case in favour of conducting above exam and what all grounds can i claim for?
ur benign advice is solicited.

Sc/st backlog recruitment and relaxation reg

Dear members,

i had applied for a post where minimum marks for written exam fixed with 5 marks relaxation in written part for sc/st. but in interview no relaxation was granted to sc/st specially when the seats are backlog. I was the only candidate who qualified the written test in spite of that I was not finally selected for the post. I was appeared as sc candidate and seats are backlog and remained unfilled continuously third time. Is the action of the department is correct? give your valuable advice on that matter.

Sc/st recruitment & relaxation reg.

Dear members,
I had applied for the post of Office Manager (Finance and Accounts) in Competition Commission of India (CCI), under the administrative control of Ministry of Corporate Affairs, Government of India, against their advertisement dated 30/09/2011 to fill up various posts, including Office Manager (F&A) belonging to Support Staff Category, through direct recruitment (third round).
As per the advertisement, the selection process consisted of two parts – written test & interview. The whole selection process carried 100 marks, out of which 80 marks were for written test and remaining 20 marks were assigned for interview. A total of 55 marks out of 100 marks (written test plus interview) were qualifying standard for empanelment for unreserved category candidates, whereas a total of 50 marks were needed for candidates belonging to reserved category for empanelment.
To qualify the written test, minimum 45 marks were to be secured by unreserved category candidates, while minimum 40 marks were needed to be secured by candidates belonging to reserved categories. In other words, there was relaxation of five marks (5 marks) for SC/ST candidates in the written part. But there was no relaxation for SC/ST candidates who appeared in interview. The SC/ST candidates had to secure 50 marks (40 Marks in written + 10 Marks in interview) out of 100 marks for final selection and unreserved candidate had to secure 55 marks (45 Marks in written +10 Marks in interview) out of 100 marks for final selection for the post of Office Manager (F&A). It is, therefore, evident that there was no relaxation of marks to the SC/ST candidates who appeared for interview as irrespective of the category (SC/ST/OBC/UR), a candidate had to secure 10 marks in interview considering the above proposition.
The written test held on 22.01.2012 for the three (3) posts of Office Manager (F&A), including one (1) reserved for SC and One (1) reserved for ST (both are backlog).The result of the written test was declared by Competition Commission of India on 29.02.2012. I was declared successful in the written test and called for interview held on 23.03.2012. It is pertinent to mention here that I was the only candidate called for the interview against the post reserved for SC category candidates (backlog).
The final result was declared by the CCI on 01.05.2012 by which I was not finally selected against the post reserved for SC candidate (backlog), by not extending any relaxation in interview for SC/ST candidates. The post reserved for SC (backlog) candidate remained unfilled continuously for the third time.
I wanted to know whether the CCI recruitment process as per the constitution of India?
I shall be grateful to your goodself if you could give your valuable advice in this matter.

Appointment of first appellate auth

Canteen Stores Department head quartered at Mumbai is a solely owned govt of India enterprise. It is headed by a serving major general of the Army. His designation is General Manager Canteen Stores Department.He is supported by several Joint General Mangers.
Nitin R Rai is the Asst General Manager (Legal) who is the designated Public Information Officer.
My question is whether can any one else be appointed as the First Appellate Authority other than the Head of that department , in the instant case the General Manager of CSD?
If yes under what clause? Can the General Manager evade his responsibility when the case is argued in presence of a IC in CIC hearing the second Appeal against denial of information?
