Private question for public good

Can I ask a question online addressed to the Speaker of the LOKSABHA or Chairman of the Rajyasabha when the parliament in session?
Is there any method available to a common man to press for a private bill pending in respect to printing of cost of production along with MRP on any packaged product?

Intrepretation of statutes

My job offer letter has the following clause: "Notice Period: During the probationary period, either party can terminate the employment by giving one month's notice or one month's salary in lieu of notice, to the other party."

Please guide in the interpretation of the above statement. My query is:

Do I have the option to pay one month's salary at my own discretion and leave the company. Or do I compulsory need to serve one month's notice.

Does lawyer from petitioner side proceed the same way under contempt case as in other cases or it is for the court to take all action?

Rti

Dear Sir,
I am at present working in a reputed school as a TGT(Science)teacher.
Before my present job I was working in a minority school established by the Sikh community. In my previous school I was supposed to get arrear dues. But the Headmaster of the school never cooperated with me and have not taken any initiative till date inspite of several reminders and requests and later on RTI was also done. But I was told by the Committee and the Headmaster that they are not answwerable to my RTI.Already three years have passed. Please suggest what should I do?

Non implemtation of hc judgement - contempt

In a service matter the judgement is passed by the High Court in favour of the petitioner asking the respondent authority to hold a DPC within a period of two month from the date of judgement. The respondent authority, instead of taking initiative to implement the judgemnet took initiative to file a review petition, which the petitioner came to know after getting an RTI application reply asking for the file noting of certain file. Now till date the review petition has not been even after expiry of eight months. The petitioner has filed a contempt petition in which the notice is yet to be issued on the contemners.
My main query is whether the contemner can take a defence that the contempt petition cannot be accept because the department was trying to go for a review of the judgement all these days, but the review petition has not been filed by the government before the court, whereas the petitioner has already filed the contempt petition.
