Complaint against cpio under rti

Hi,

I had asked for passport details of a person using an RTI.
PIO denied me this information.
Appeal till CIC and CIC gave order in my favor asking PIO to furnish the information.
PIO did not follow the information but asked the UnderSecretary to file appeal in Delhi High Court. So far no appeal has been filed.
I filed RTI to PIO for status and to follow CIC order. PIO transferred this to UnderSecretary (CPV-RTI).
I complained to CIC that the order is not followed by PIO. CIC received my complaint and a diary number was given on 14-05-13. So far no file number was given and no communication has happened.

What should be my next action?

Should I file a petition in my state high court against PIO or UnderSecretary? PIO is from Hyderabad and UnderSecretary is in Delhi.

Should I file an RTI to CIC asking for status on my complaint?

Should I filed an RTI to UnderSecretary asking for status on my request?

Thanks

Members

A society in Haryana was formed in 1999. Thereafter THE HARYANA REGISTRATION AND REGULATION OF SOCIETIES ACT, 2012 was passed Section 23 of which provides as follows

"A partnership firm, whether registered or not, or a body corporate of whatever description, shall not be eligible to be a member of a Society:

Provided that there shall not be any bar for a partner as defined in section 4 of the Indian Partnership Act, 1932 (Central Act 9 of 1932) or a member or share holder of a body corporate to become a member in his individual capacity."

The Society had three companies as its members.

Now what will happen to the Society.

Limitation aspect for the relief of mandatory injunction

My friend has filed a case against third parties for the relief of declaration of his right over the Public Municipal Road and praying for the relief of Man Injunction against them since they have illegally occupied and put up latrine and bathroom over the said road. The suit was filed in the year 2010 and it has been specifically stated that the opposite parties have illegally occupied the portion in the month of March 2010 and put up construction.
Now my friend's counsel has told my friend that since concerned Municipality was not impleaded in the suit it would not be possible for him to insist for the relief and on other hand he has advised my friend to file an application to withdraw the suit with permission to file the suit on the same cause of action.

My humble request is that if a fresh suit is filed on the same cause of action, whether will be dismissed under Limitation act since three years elapsed during March 2013. Or by withdrawing the suit and filing a suit afresh is a continuing cause of action.

Please give your valuable suggestion
