I am a Central Government employee, working in a State-PWD Division, for the affaire of the State. My post is a Central Post, in the State-PWD Division, and my whole career in future will be in the State PWD Divisions. My salaries, allowances & other perks are drawn from the Consolidated Fund of the State. My posting is transferable, every three years. The head of office of the State-PWD Division, namely Executive-Engineer, is my Controlling-Officer, who writes my ACR, and is also my DDO (Drawing cum Disbursing Officer) w.r.t. my Pay,allowances & other perks.
The office of Accountant General, Haryana,is my parent office, and the Sr. DAG(Works) of that office is my appointing and administrative authority.
Now my problem:
I joined the current Division-office on 14-7-2008, and took charge of the Accounts Branch of that office. My office consisits of three branches, namely 'C' branch headed by a Deputy Superintendent, Accounts Branch headed by a Divisioanl Accounts Officer, and Drawing Branch headed by a Head Draftsman. Since the day of my joining, and till date, no Deputy Superintendent has been posted in our office, except once from Nov. 2008 to 30-4-2009 during which period the Deputy Supdtt. (DS, in short) remained on leave priro to retirement on 30-4-2009.
On the pretext of non-availability of a DS, and being a seniormost officer in the Division (as given in books), I have been asked to oversee the works of 'C' branch also, particularly Court-cases, Disciplinary-cases, etc. I have given in writing to my office-head, that such works relate to DS and not to me, but in vain.
Since there is staff-shortage in my branch, and Division also, I am already overloaded with the works of my branch, as ver often i have to do initial-works, usually done by subordinates. The additional work of other branches, has further increased my work, and very often i am neither able to give proper attention to those works, nor could dispose them off in time.
Also, i am being asked to go on tours to Head-office and to Circle-office in connection with the works of the other branch ('C' branch). Such tours are avoidable, but have to be undertaken due to the practice of requiring a "well conversant officer/official" to personally pursue matters in the Head-office/Circle-office, instead of disposing-of the matter on the basis of information made available to them. If any information is further required, they could ask for it in writing. But, in the name of urgency or otherwise, a "well conversant officer/official" is directed to attend Head-office/Circle-office to personally pursue matters. Since last Nov., i have been on such tours very often, and in Feb. and March this year, I had been away from home for nearly a month due to such tours. This is causing financial hardships to me and my family. Also, i'm unable to devote much time to my family and my child.
In view of above, kindly advise me what to do, and whether, any complaint of harassment would be justifiable in the eyes of law? Will the law be able to support me and provide solace from the grievance?

I have a question? i have power of attorney given by my elder sister to register release deed to relinquish her share in favour of our brothers, as she is ill .i have already released my rights over the property, can i do it for my sister (she is my real sister ) am i entitled to execute release deed or her children (all adults ) will be considered as close blood relatives and not me who is her real sister. all her children are greedy and pressureise her all the time to claim her share but she does not want it.also, it is not possible to get the registration done at her house as her children do not allow us to meet her, she is in a house arrest kind of situation, they pressurise her so much emotionaaly and psychologcaly that she is afraid of speaking a word against them, thus complaining to police does not seems a good idea, how can we registered release deed in some other way, kindly suggest ,the most practical ways, we have very good relations with our brother.
also, what are the relavent legal provisions or case laws or judgements under which it can be done, i am obviously,in my sisters favour!

i am working as a staff nurse in operation theater of jipmer hospital, a central government institution. if any miscellaneous items, for eg. torch gets missed during my duty, what is the action to be taken by incharges of the operation theater. As there is no written protocol in the institution for these kind of problems, does the incharge has the right to ask whomever on duty( staff nurse alone) to buy and replace the item without making any official enquiry.staff nurse is not the only person who is present in that place , there are doctors , attendants, assistants, safaiwalas.just because nurses take over , are they liable in these kind of problems. suggest a solution in the interest of both incharge and staffs.

Sir / Madam,
Can a Builder sell the terrace area as a private terrace garden to the prospective buyer of an apartment which is just below the terrace and in that case what shall be the cost of the same.
Can anyone have a Post Graduate degree (from regular or open university) or diploma without having graduation? as reff: please read the news http://www.hindu.com/2009/02/27/stories/2009022755171300.htm
If that PG is valid, then is it of same status with graduate + PG?
If the PG is invalid without graduation, and the student acquire a graduation after completing any such PG, will it have value?

on 17thday of april 2010, at 1958 hours , an injection of rhogam 300 mg was given to the infant BY MISTAKE . The doctor prescribed the injection for the mother and delegated the assignment to the nurse is writing
“ give rhogam 300 mg if kid blood group is positive”.
Nurse blindly followed and without reconfirming with the doctor gave the injection to the infant.
as a result the infant suffered with such a severe jaundice that she had to be in nursery for 6 days, had to go through 4 blood exchange transfusion? the bilirubin level crossed 26.
i am not looking for a compensation but what i want from them is:
• unconditional health assurance
• accecptance of the mistake
• I want them to take it as there responsibility and ensure best medical treatment to the infant regularly to avoid any future complication.
please advise

My grandmother had purchased a property through a registered conveyance deed.My grandfather had already expired before a will was made by my grandmother. She had made a WILL in favour of me and my brother. This will has been witnessed by my father and his sister who are the only legal heirs of my grandmother. The will is unregistered for the last 15 years. We applied in MCD Delhi and got mutation letter in our names. should we do any other deed so that legally the property becomes in our names, as MCD says that this mutation letter is for property tax etc only ?
