NOC for renovation

I am regularly paying my maintenance and additional maintenance there of. Society has levied some penalty which is under dispute. I need to carry out some renovation work for seapages which is having adverse health effect on my kids. Society is denying NOC for not clearing dues. They are not stating under which byelaw they are charging penalty. I have two questions:
1. Under the above situation how to get NOC, so that I can carry out repair work?
2. I have NOC obtained from them 2 years back wherein in application i stated that I will carry out work in phases.
Can I give letter stating that I am starting next phase of work?
3. What is validity of NOC from society if it is not mentioned thereof?

Expecting help.

Fixation of seniority and pay protection

I wanted to ask that if a person has given technical resignation after doing service for 7 years at the post of junior engineer in railways and has joined state government as junior engineer just the next day after getting relieved from the railways will be able to get the benefit of ACP and seniority in state government or not? From which day his service should be counted for promotion and getting ACP in state government? (considering that whole process of technical resignation went through a proper channel and he applied for state government job before joining railways and took prior permission from railways to appear for selection procedure for state government)
If the person joined Bihar government then will he be able to able to get the status of most senior person in that particular year of recruitment of state government (when he joined Bihar government)

Tenant involved in violation of pollution norms

I recently let out a small space in my plot to a person against receipt of caution deposit by cheque.
Yesterday pollution control board officials visited the premises occupied by tenant.
Tenant wasn't present.
They said that tenant has violated pollution norms by discharging hazardous waste in common drainage.
They asked me about details of tenant which o provided.
They also gave me a notice to provide details.
I reported the entire matter to local p.s. and pollution control board along with all details about tenant.
Now I have learnt that they (PCB) have chosen to ignore all information provided by me and have lodged complaint in my name.
I am being told by few officials that I may be arrested for violations done by my tenant.
I am a lady senior citizen and have no male heirs.
How do I go about it?
Whom shall I approach?
I have other tenants in same premises who are willing to testify that the space in question is in possession of the said tenant.
To whom shall they make submission?
