Dispute between brothers

My father were three brothers and we have an ancestral property. Recently my father died and my mother is staying alone as she doesn't want to leave the ancestral house. The issues are :-
a) The two brothers don't want to do the partition probably as they wish to grab the property as I am staying outside my home town
b) Recently we had a very house tax demand as vacant land was given by my family to a contractor for marriage
c) To settle the govt demand of tax I paid my share plus additional amount to ensure that family dignity is not lost
d) Despite depositing the money my uncles have not paid the money to the govt. The amount transferred is lying in their account
d) My uncles are scaring my mother by shouting & writing nasty letters blaming her of making extra money from the contractor

Seek your advice on what to do
a) How to have the partition of the property, we have tried all approaches but my uncles are not willing
b) How to avoid regular harrasment to my mother for these nasty letters & regular shouting at her
c) How to get the money back which was paid for depositing the tax. The payment trail is there as it was account to account transfer
