Home loan from --given outstanding when asked for noc

Dear Sir,
My Father had taken Home Loan in 2003 from ICICI Bank.
We completed all installment in October 2011.

But when we went for NOC at bank they showed us outstanding statement of Rs. 57422.38

We had few checque bounce in 2007 due to family problem but had payed all amount in CASH..
Now Bank is asking for following charges
Rs. 14172 Principal O/S
Rs. 36475 Late payment penalty
Rs. 6396 Cheque bouncing + other charges

How can they charge us so much late penalty and cheque bouncing charges ??
We need to settle account as my father has already retired 3 months ago and doesn't have any source of income.

Please advice whom to approach and how can we get rebate on these penalty charges ?
Please help us with your suggestion.

Sale/gift of building only (not including land under building)

Person A owns a building (including land under building).

A wants to gift(or sell at a low price) the building to his nephew before A dies. The newphew is the only heir to A.

The value of the building is much less than the value of the land under the building.

By gift deed or sale deed, is it possible to tranfer just the building (not including the land under the building )?

Note that, being the only heir, the nephew will likely inherit the land upon the death of A.

Co-op housing - billing members for conributions

In a society where flats are of different sizes:
1.Water:There is a bye law which says that water should be charged on the basis of number and size of water inlets. Whereas the semi-govt public utility, i.e. the Municipality providing the water to the Society bills the society a flat per flat according its rules. There is a divergence between the two. Does the bye law prevail over the Municipality Rule or vice versa ?
2. Am I right to believe that in-house sewage treatment plant expenses are common expenses to be shared equally by all flats and not on any other basis?
