Apartment office bearer creating problem

I live in a apartment as a owner. When i bought a flat i asked the builder if there is place for growing plants. He said yes. But while paving tiles he forgot. Then after few months when i came for living in the flat i insisted the builder to fulfill his words about allocating little place for plants. He sent persons to remove few tiles and dug the ground and provided a pipe from STP with the consent of then president of our association. I too started growing few plants like hibiscus, parijatham...small shrubs. Later one of the office bearer did not like my victory about fulfilling my wish unto the builder. He taking help from other bearers removed all plants which i raised for nearly one year overnight. this really hurt me a lot. Being a lady and having my husband abroad I could not stop this violence.
To show my opposition I denied to give corpus fund 25000.
To revenge me that office bearer troubles me in many ways. he takes away all postal letters. he keeps the terrace key under his custody. he does not inform me about meetings. he instructs the watchmen not to talk with me. he propagated i am the blunder of the apartment unto my neighbours. he threatens he will disconnect water and electricity. he threatens even i will face severe problems in future.
from my side i dont even know who he was when i came here, and i wonder why he has to create problems like this.
what shall i do to prevent him disturbing my peace like this?

He appears to be man of small mind; ignore him. Plants, you can grow once again. If encroaches you can take action.

file police complaint against said office bearer of the society . before filing complaint send letter to secretary of society complaining about the said office bearer . if no action is taken file police complaint

Send complaint in writing about the office bearer to the president and if no action file police complaint. You should pay the corpus fund as it is for all members.

Thank you very much Venu Sir, Ajay Sethi Sir and Rajendra Goyal Sir.
I can not complaint my matter to Secretary or President as they all act together and turn a deaf ear to my voice.
I am ready to give Corpus fund and I am not at all feeling good to hold the amount.
But I requested them to allow me have atleast five plants like thulasi, hibiscus.. then i would give 25000 immediately.
But they strictly told not even a single plant inside the campus.
I wonder why they are very adamant hating plants. they love barren floor instead of flowering plants. And most of the office bearers belong to same community.
I am alone here with my daughter ...i hesitate to go to police and all being a lady...but this cold war goes on for more than a year. how to stop this with out police.

If you keep silent for now you will have to be ready to face more harassment from them in future better take precautionary measures now with help of local police file and FIR and do what is necessary the rest is upto you

The solution before you is to issue notice to the concerned person for interfering into the peaceful possession of your property and to instruct him to refrain from indulging in any such acts, while a copy of the same to endorsed to the president seeking his intervention, if this notice fails to invoke any response, you may proceed with a police complaint against the atrocious activities of the so called office bearer.
