In my opinion you need not to take permission from anybody to start online legal consultancy.

so as per what basis the online consulting was legally approved??? or this online consulting service is under which law? or no law for this.....

You can't require any permission. However, You should adhere the rules of BCI, during the online legal consultancy.

The rules of the Indian Bar Council prohibit law firms from advertising and soliciting work through communication in the public domain. you can write blogs and provide info. so far my knowledge is concern better to read bar council rules about the same for better understanding.
