Sir,
please suggest me any ruling of any high court or apex court where the case is being dismissed on the ground that the witnesses of the informant are continuously absent. If not dismissed, is there any other benefit to the accused person(s)?

If no evidence is brought against the accused person then the allegations as put forth in charge-sheet remain and definitely its entire benefit go in favour of the accused. Law is nothing but common sense. There is no requirement of any case law in support of this general procedure of legal mechanism in India.
