As per law, Can anyone forced to use WhatsApp for official communication in a government job ?

As per the Information and Technology Rules, 2021, I understand that it is only a source of communication for immediate action but in Government, if any letter has to be sent urgently it may be communicated to the concerned through WhatsApp but the letter has to be communicated procedurally. I think that it is not officially declared by the GoI.
