what is the definition of unauthorised absence for a central govt civilian employee.

I think that you know as to what is 'absence'. Absence can be authorised and unauthorised.
If an 'absence' is not authorised, then it is called unauthorised absence.

If a person is absent from work without getting approval from the superior office, then the same have to be stated as unauthorised absence

The absence, subsequently can be rectified by the superiors and will be treated as leave, by producing proper papers like medical certificate.

If the absence is not rectified it is treated as unauthorized absence.

However if the employee has sufficient leave to his credit and intimates his absence during the period of availment of leave time, it will not construe unauthorised absence and the employer cannot recover the wages.

I don't think the querist's question pertains to de-novo enquiry. His question was quite simple about the definition of unauthorised absence.

Any absence, with prior application or sudden absence, once not granted, for any reason whatsoever, is unauthorised absence.

It results into disciplinary action including Suspension, termination, penalty, and loss of wages.

Even if you have Leave at your credit, if Management is not in a position to allow your absence fort exigencies, no alternate staff to look after ur job, etc, They do not grant your Leave, I even if applied as per rule and well in advance. It too result into unauthorised Absence.
