Temporary na and permanent na

What is the difference between Temporary NA and Permanent NA in respect of fees, renewal and/or any other benefits
I stay in a bungalow since 1989 and the land on which it is built has temporary NA and we are regularly paying the TNA tax. How essential is it to get the PNA. Does the structure have any risk in future
