Stamp paper- re refund

Dear All,
I am from delhi.
Please suggest me what to do?
I have purchased stamp paper in 2010, but purpose of Stamp paper was over, so i returned unused stamp papers and also get refund Cheque.
But that cheque is misplaced by me, and i am continuously contacting the department with supporting documents, application, Indemnity Bond etc, but department said it is very old case, and we can't do anything.
Please suggest what to do.

when did you misplace the cheque ? what is the amount involved? when did you intimate department ?

Meet the higher officials of the department, May use RTI for knowing whether such cheque is still outstanding.

I intimated department in 2011 firstly , and still in the process.
Amount approx 30000/-
Respected sirs, I had also used online RTI,
But my RTI got rejected by reason as online RTI can not be filed for this case under department of revenue.
