EVERY SOCIETY HAS IT'S BYE LAWS AND CHARGE STRUCTURE. SO CONSULT WITH THE SOCIETY'S LAWS

Terrace is a common property for all the members. So, the society is having all such rights to collect maintenance for the terrace also.

I want to know the minimum charges, if a member want for usage of terrace area for function/celebration.

Only your the management of your society can tell you what exactly they have made the provision about terrace use.

In first reply itself mr.ganesan told you to consult with your society. Even though if you asking whats the minimum amount mean what we can say dear author. Please just follow his word.

The society is meant for rendering service to the members. So the charges shall be equivalent to the actual cost divided by number of members.
