Should Enrolment be available for Employed/working class (Bar Council Enrolment discrepancy)

Sir, There is discrepancy among the rules made in respect to the Govt Servants who want to enroll for the Bar Council Registration
As per CCS Rules, the employees can enter into registration but with undertaking that he will not enter into practice during the course of employment
But the Advocate Act Rules debars any working personnel to enter into enrolment

Like doctors, Nurses, Pharamacists, CS,CA the enrolment is open for all
Whether in the interest of revolution of IT and cyber Law world, whether the enrolment be pen for every law graduate who are not serious to practise in Courts?

you want every tom dick and harry to be a lawyer.

dear legal profession is a serious profession and needs full time efforts.

Bar Council cant let every novice to present himself as a lawyer.

If your view point is to be accepted then every doctor should be a lawyer and vice versa.

If some one is not serious about practice as a lawyer then what the fun of getting registered with Bar Council.

There is no discrepancy with the provisions and statutory arrangements.

I concur with the experts.
I disagree with the statement of Mr. Yogesh that "doctors, Nurses, Pharamacists, CS,CA the enrolment is open for all". It is not true. They just can get the degree but for practice nearly the same procedure is followed as in the case of advocates. You can be a law graduate. But only question is, if you are not really interested to practice then you are not eligible to enrol as a member of the Bar council. In other professions also, it is the same. There also only if the concerned person is interested in practice they have got their own system of enrolment in the profession. Mr. Yogesh you please verify from the CA Institue, CS Institute and for the Doctors they also have some procedures.

It is pathetic that many politicians (who happen to be lawyers by hook or crook) in this country are even allowed to involve in law practice irrespective of the fact that they can even function as a full-fledged MLA, MP or even a minister. Many of them are even running high profile successful advocate firms. It is obvious of the fact that A government doctor can display his name in his private clinic and practice as a medical professional which is permitted by Medical Council of India. There should not be double yardsticks. In fact Advocate's job is the only profession where our country needs services of innumerable law graduates and BCI must explore the services of many such aspirants in the best interest of the profession.
