Shop under maharashtra rent control act

Sir,
I have a shop bought under pagadi system,falling under Maharashtra rent control act. I wish to install rolling shutter for which my landlord is not permitting and has said that if I do so she will file election suit against me.i asked her if she want momey to allow me to install shitter,she said no.when I approached the Bmc for permission,they said first install shutter and then apply for permission.
Plz enlighten me. About my rights and how I can legally install roling shutter .And doesn't installation of shutter come under tenant able repairs

dont antagonise the landlord . if he is not permitting dont install rolling shutters . landlord must be just wanting some money to give permission .

it is better to pay and then install shutters rather than get involved in messy court battle and pay lawyer fees

pagadi is legalized by section 56 of the Act under consideration.Normally structural changes can not be made without prior permission of land lord and authorities concerned.

Sir,
I have approached the landlord and asked if she wants any money,she does not want money nor will she allow me to install rolling shutter for my security,her aim is to force me to vacate the premises
So wht can I do?
