Settlement deed of agri. land to nri and later classified as residential land

(Querist) 14 March 2015 This query is : Resolved 
Greetings.I want to make a settlement deed of about 25 cents of agricultural land registered in my name in 2004 located in Siruseri IT Park ( About 20 km from Chennai ) to my daughter who is a American citizenship holder with PIO. I have been informed that we cannot make a settlemnent deed of Agricultural land to her as the land is classified as Agricultural land.
Now in the revised guideline values in the Tamil Nadu Govt website www.tnreginet.net, this land has been classified as Residential land Class I and the guideline values have been given on per sq ft basis.
I have the following queries.
1. Am I allowed to make a settlement deed now on the basis of the revised classification.
2. If yes, what are the documents I need from the revenue departments, VAO and other departments before proceeding further for making the settlement deed.
3. If no, what is the action I can take for smooth movement of the property to our daughter without any hassle after our period.
Could you please enlighten us.

1. yes, you can do so.
2. To execute a deed of settlement or gift deed you do not need any document. Your mentong yourself to be the owner of the same and chain of title in the deed is enough.
