Scholarship amount is not able to withdrawn from bank

Good evening experts,
i have a small query that my friend brother who is having 2 daughters studying in the school .
Both of them got scholarship in childrens account both are minor 11 & 9 nominee for bank is mother . Both father and mother died with in a time period of three years . My friend is take care of both the girls he is married he is also having children he is electrician his income is very less .he will be take care his neice sister so my question is that the banker is not able to give permission to withdraw the scholarship amount from the bank the banker told that you are not nominee how shall i give money to u
so i told banker that both father and mother are dead we was show dead certificate to banker but he does not accept
how to change the nominee name in bank
one more thing banker told that u should withdrawn amount when both are 18 years how is it possible sir
how to take the scholarship from bank and what are the legal procedure to help my friends
please show the path i will be very thankful

Bank is right.
You do not have any court document appointing you as guardian.
Any uncle/aunt coming to bank claiming to be guardian cannot be allowed to withdraw from account of a minor orphan.

He has to get an Order from court appointing him a guardian of the minor children and also to withdraw the scholarship money from bank.

You can take guardianship letter from the court or special permission from court that this amount is needed for the studies of the children and be allowed to withdraw.
Or You may wait till the children attains age of 18 years.
May try to approach higher authorities of the Bank through the Bank Manager to allow the withdrawal from the account for the studies of the children to be withdrawn by children. Bank at its discretion may allow if satisfied and may directly remit the amount to school. Bank can ask surety or indemnity to cover its risk.

File a case in the court to appoint guardian of the minor. Court would decide and issue.

there is no such format. apply before court for declaration of guardianship and meet a layer.
