(Am a former employee, recently left the job ),One of cupping clinic running their clinic without license and cheating clients doing fake promises,using cheap quality products,even not well trained employees, employee itself telling treatment are not good they are making money,not paying any taxes, without license they are running , so what action can take against them

The authority to which you have to make a complaint, if the allegations are true, is the licensing authority.

No any doctor can run a clinic without having a licence ( registration ) from State medical council and if doctor is doing malpractice or professional misconduct you may lodge complaint to State medical council with cogent evidence.

At least in Kerala anybody including a State agency or a doctor will have to get a licence to run a clinical establishment under a 2018 act available at http://www.bareactslive.com/KER/ker209.htm
