I want to know whether a particular person is or was registered as NOTARYT.

Where I can sent RTI application for knowing such details.

RTI act can not be applicable upon individual, it can be applicable only Govt. or Quashi Govt. Dept.

to know whether the name of a particular person is a notary or not, you can verify the gazette publication.

Yes! Right ! Every appointment of notary gets notified in the official gazettes of the government and due o that it is presumed
that everyone knows what has been notified and published in a govt.gazette.
