I had asked for the following questions under RTI

What the reason for non-payment of bill?

Whether Shri is competent to investigate in terms of rule no. ?

They have declined to give information on the ground that it is not information.

I had submitted a bill for out-of-pocket allowance for Malasyia tour sponsored by SBIMF. They had charge-sheeted me for going on tour without taking any approval. The charge-sheet has been put on cold storage after my submission. The bill has also not been paid nor the reasons for rejection conveyed. I had asked in case the bill is not paid,what is the reason for non-payment? The authority has advised that it is not information under IT Act. Whether such queries can be treated as information or not. Whether the reasons for action is not covered under RTI.

The instructions regarding bill claim admissible must be clear in SBIMF being subsidy of SBI.

If you are entitled for the payment under the instructions, may write to higher authorities for payment.
