If your rights have been denied by the government authority in writing then you approach high court with a writ petition seeking to provide relief and remedy as per law.

A state-issued SC certificate is not generally valid in another state. SC certificates vary; each state keeps its own list of recognised SC communities. However, if you relocate to another state, you may have to reapply for a certificate in that state or apply for a central SC certificate.

Certificates issued by Punjab as well as Rajasthan government are valid. If you have been denied benefits of these certificates move to High Court in a writ petition. It is better to consult and engage a local prudent lawyer for proper appreciation of facts, professional advise and necessary proceeding.
