My father rent shop to some one without any rent agreement to some one he was paying my rent timely but after some 2yr the tenant didn't pay the rent so, what action should i take to that person can i force Fully lock my shop

No. You cannot forcefully lock the shop. File an eviction suit against the tenant in court.

Yes, you may file eviction suit against tenant on ground of defalt in making payments of rent and non user of shop.

Issue a legal notice through a local prudent lawyer determining tenancy, handing over physical vacant possession of the shop and payment of arrears of rent with damages.
