I wanted to ask dat a person is staying in pagdi system and the owner of dat flat is someone else if a person wants to add a name of oder person 4 da sme flat ten as per law hw mch money a person hs to pay to landlord?

Your question is not so simple. Generally old tenants are provided exemption of 2/3 of current market value so assess your status and negotiate with him.
