I want to know whether a divorced wife can use 498a against her divorced husband ?

I think yes if the both case were filed simultaneously, or the cause of action or incidents of cruelty took place before divorce.
If the ground of divorce is other than cruelty, then situation turns different.

NO, not at all, but she may make allegation relating to cruelty committed before divorce

I thing that the presumption of Arvind is correct. If it is filed simultaneously or before divorce, the answer is affirmative otherwise negative.
