Quorum meaning

During housing society meetings or any meetings in the beginning attendance is taken to decide on the quorum.
If suppose a law/rule is passed inspite of few / some members of quorum not agreeing to it, then still can the managing committee show the attendance of the quorum as a proof that everybody agrees to any law it passed?
I mean can any governing body show the attendance of a meeting as proof that everybody agreed to its point?
This is not any academic question but what is happening in our housing society where the committee is showing the attendance as proof of every bodies agreement inspite of knowing that all have not agreed to a point in the meeting.

If this is not academic query, then what is this?
Without signature support, no resolution can be passed.

Thanks Devajyoti Barman for the reply and clarification.
As I said though it looks very basic question and an academic question but that is what is happening in our housing society where managing committee say there is no need of such signature support and only quorum attendance is sufficient.

Refer bye laws of the society if there exist such provision.

quorum is minimum members necessary to take a decision .
for resolution to be passed in meeting it has to be discussed and after discussion put to vote . any member not agreeing with resolution can record his dissent .

"refer bye law" means which bye law the one made by government or the customized ones made by my housing society(which may have deviations from the government rules)?

The bye-law her is the bye laws adopted by the society after approval by the Registrar' office. The other issues have been properly addressed, I agree with the experts opinion.
