Can a scheduled tribe person buy a land from scheduled caste in Odisha?
Does it require any special permission from sub collector or DM??

Yes. It requires permission from the Government/District Collector.

No, scheduled tribe person can't buy land from scheduled cast person, he has to seek permission from collector else it would be void sale transaction.

PROVISIONSTOSAFEGUARDTHEINTERESTSOFS.C&S.TPEOPLE UNDERTHEOLRACT,1960 SECTION22:RestrictiononalienationoflandbyScheduledTribes (1)Anytransferofaholdingorpartthereofbyaraiyat,belongingtoScheduledTribeshallbevoid exceptwhereitisinfavourof-a)apersonbelongingtoaScheduledTribe.Orb)apersonnot belongingtoaScheduledTribewhensuchtransferismadewiththepreviouspermissioninwriting oftheRevenueOfficer. ProvidedthatincaseofatransferbysaletheRevenueOfficershallnotgrantsuchpermissionunless heissatisfiedthatapurchaserbelongingtoaScheduledTribewillingtopaythemarketpriceforthe landisnotavailableandincaseofagiftunlessheissatisfiedaboutthebonafidesthereof.
