Punishment for the work done to save the farmers in emergency

Some Farmers approached Asst Engineer (Elec) with some withered paddy in their fist saying that their Motors in their filed are not working, so demanded immediate action. on inspection the Engineer found the existing 20 KV transformer was not sufficient, if he has not taken immediate steps the crops in the fields will be withered causing loss to the farmers, so the Engineer immediately replaced the old transformer with 60 KV transformer to save the crops of the farmers with out taking permission from his superiors. Later he sought ratification for his action, but the Engineer was given punishment for not taking prior permission for replacement of the transformer, though he explained that if he has not taken those steps on spot, the crops might have withered causing huge loss to farmers. Is there any judgment or remedy to the Engineer to defend his action?

If the AE acted beyond his delegated powers, there is no judgment or remedy to the Engineer to defend his action, except apologising for his action beyond his powers and seek pardon of his bosses assuring them not to repeat such type of lapse in future.

By the way any farmer (whose crops worth lakhs were saved by him) came to his rescue.

The AE could have dropped the message at the time of making a high voltage transformer to his superior but thought it would be wiser to act on his own due to which he has landed himself into deep trouble. Changing the transformer is not one day job, but informing the higher authority is just a five minutes job. Now he has got to face the music.

Dear Surendrababu,
I hope the concerned AE would not have made you aware of the lengthy and time taking departmental formalities before replacement of the transformer, like preparation of estimate for replacement works, decision whether the project would be contributory work or Government project, administrative approval & technical approval of the competent authority, deposit of estimated cost by farmers, if contributory work, financial approval of the work by the competent finance & accounts authority, budeting to make provision of funds, calling for tenders, funding of the project and award of work to the competent bidder.
If you were made aware of all these formalities and he observed them, you could well have made a mention, which formalities he observed, and on account of non-observance of which formalities he was given punishment.
