The phrase Public Interest Litigation itself is self-explanatory. Any topic in which the person making PIL has no personal interest and is in the interest of public/citizens at large can be the subject matter of the PIL. Again it may be at the discretion of the Hon. Court to examine it in light of the rules of the PIL. Recently Hon. High Court has fixed rules to restrict frivolous applications under PIL. Please check the new rules-copy may be had from any HC.
