As the property is self acquired of your mother so no NOC is required from any other person including your brother to transfer the same in your favour by your mother. Settlement Deed or family settlement shall suffice.

I am agree with mr. Makkad i would like to add one more thing that your mother can go for Gift deed also.
Charges may be consulted with local sub registrar office.
