Record (audio/visual/witnessed) the everyday demand of resignation.
Obviously the HR/Legal has not conducted any inquiry on your complaint.
Escalate to good offices of appointing authority,MD,Chairman (mention dates/names/address etc)
Are you asked in writing to work on National Holidays and other holidays or mandatory holidays? Are you paid: OT/Compensatory Off in lieu of work on such days?
Do you submit TP every month? Do you approved copy back?
Do you have acknowledged copies of tour bills/statements?
Escalate everything to good offices.
Are you a member of employee's/trade unions?
It is time to look for alternatives.
Better be with some employer with good HR practices.

It seems you are not having good relations with your boss and it would be practically difficult to work in such an environment. Try to switch over the job. Meanwhile put your bills in writing and duly acknowledged. Whenever asked to proceed on tour, humbly request in writing to give advance towards expenses. Refusing to tour or doing work may be taken as indiscipline.
Try to improve relation till another job is got.

After perusal of your query it is presumed that your seniors are intentionally putting you under pressure. There may be some reasons for the same. Even though you made a complaint to the HR head and legal Head, no action is initiated. In these circumstances you should try to convince your seniors not to pressurize you to resign and also try to establish good rapport with them.
On the days of working on national holidays etc., you are supposed to get payment for same. Request your company for the same.
Also request for early settlement of TA bills.
If no positive results are yielded, it is better to search for other job.
