No. After joining the job, get permission from your employer to study in night classes. Otherwise, it leads to complications.

How you would be able to manage the job and the study?
T. Kalaiselvan, Advocate (Expert) 16 July 2023
You have to apply for permission to study during the course of employment and should declare that this higher studies would not hamper your service and you would be permitted to pursue your higher studies as per law subject to service exigencies.

There is no provision having the force of law that an Government employee need to obtain permission in order to pursue a course of study. Acquiring knowledge is a basic human right which could be regulated or restricted only through a statutory law or rule. The notion that a public servant is at the mercy of the official superior as to the fundamental and basic rights is a false narrative being perpetuated at the behest overreaching bureaucrats.

It is unfortunate that the ld. experts are subscribing to this proposition without examining the basics of service jurisprudence.

By the way, a GDS employee is not a public servant stricto sensu.
T. Kalaiselvan, Advocate (Expert) 17 July 2023
Yes, it is possible for a government employee to pursue a regular degree from a recognized university while working. However, the employee may need to balance their work responsibilities with their academic commitments. In some cases, the government employer may also have policies and regulations regarding employees pursuing higher education while working. It is recommended that the employee consult with their employer and review their employment contract to ensure that they are in compliance with any applicable rules and regulations.
