No acp even after completing 12 years of service in the same grade

Sir,
My friend has been promoted from TGT (Trained Graduate Teacher)to PGT (Post Graduate Teacher)in the year 1995. He joined our central government organisation (Navodaya Vidyalaya Samiti) in November, 1989.

Though he has completed more than 12 years of service as a PGT, he is not given ACP in the year 2008.
It is stated that he would get ACP only this year end, when he completes 24 years of service. Kindly clarify this stand.

12 years of service as PGT entitles him form ACP. Let him go to CAT if he has represented to the department.
