i want to know what is the actual procedure of implementing IPC CODE 467&468 On a person.

Go and file a complaint before the concerned police station against the person whereafter the police will investigate the matter and then if prima facie case is made out then it will file challan and court on the basis of evidence adduced before it will adjudicate the matter.

That apart you could also initiate action by filing petition before the concerned magistrate u/s 156(3) of crpc bringing all those charges whereafter the court will send the same to the said police station to investigate the case.
You could also file complaint before the same magistrate u/s 200 of crpc as private complaint.
