Kindly do help
Quick Summary
If you've officially changed your name via a gazette notification, you can generally use your new name for future correspondence. While your old certificates in your previous name should be acceptable when presented with the gazette copy, international institutions may have their own specific requirements. It's advisable to check the norms of the country or institution where you plan to study to ensure a smooth process.

You have already received a gazette notification for your name change. So with a copy of such gazette notification with the certificates (which are in the old name). No problem.

Since you have already changed your name through gazette publications, you are supposed to use your new name i.e., changed name only in all your future correspondences.

Whatever steps taken are binding on the authorities and institutions in our Country. However, they need not be binding on the institutions abroad. You need to ascertain the norms prevalent.
