Land use reclassification

(Querist) 08 July 2018 This query is : Resolved 
Dear Experts, I want to convert my Plot in Dindigul, Tamilnadu into Commercial or Industrial. Present classification is "Mixed Residential".
DTCP Approval was given to this in the year 1968
I am told it is not possible to reclassify plots which have been approved before 1971.

Kindly guide me
