Is town planning necessary for new flat purchase

Dear Sir,

I want to book a new flat(apartment scheme) in phursugi-hadapsar-pune, this scheme is under grampanchyat, has collector yene,and town planning sanctioned, but the builder is not build this scheme as per town plan sanctioned, it has build as per gram panchyat sanctioned plan. So is is any risk to book this flat? Or any issue after this area will going in co-corporation area?
please give me your suggestion

You better talk to town planning authority about non compliance if its plan.
The rsult of violations varies from state to state.

As the scheme is under the sanctioned plan of municipality so it is better to be cautious about the violations.
