Injustice done in revision of pension

I am a Central Government Pensioner, took V.R. in 1989 from CRPF. My Department has not revised my pension in accordance with Government of India orders Dtd 10/10/97, in 5th Pay Commission and this anomaly exists in subsequent pay commissions and till date resulting huge monetary loss to me. I have knocked the doors of my Department, Pay & Accounts Offices, CPENGRAMS of DOPPW, CPAO. An eye wash response was received from my Deptt that the orders of Govt of India were not implemented to pre-1996 retirees. However, there have been no such orders for non implementation to pre-1996 retirees. My RTI requests also proves that there have been no such orders. A proposal is pending unattended in the Pay & Accounts Office, CRPF New Delhi for the past two years and all my communications may have gone to dust bin because I did not hear anything from them. Our annual income is around 3.5L and am unable to engage any expert to knock the doors of law. My query, can I send a letter explaining the grievance in detail to the Chief Justice of India for redressal? Kindly advise any other alternatives including answering this query sir.

Such letters may not be much avail. You need to avail judicial remedy through a WP in the High Court or file a civil suit in the jurisdictional civil court.

Yes. You shall contact a local advocate in detail and file a case in CAT or HC of your state as the case may be.

To my knowledge, CAT does not have any jurisdiction in respect of any member of the armed forces.
