Sir
I want to return the stamp paper and getting its cost, purchased date is 23-11-2006.

Stamp can be returned and amount can be claimed only within a period of six months from the date of purchase. Now the said stamp purchased on 23.11.2006 cannot be used or returned. It is now invalid

Sorry I am not in agreement with Archna. The period of validity means the period to use the purchased stamp papers is six months but the period for refunding the unused stamp papers is 3 years from the date of purchase. it is advised to immediately make a representation to the collector of your area stating clearly the reasons of non-use and praye to cancel and refund the amount of stamps. After deducting some amount (state to state it is different), the balance amount shall be refunded to the purchaser.
