How to get copy of complaint filed by other party

How can one get copy of complaint filed by other party when the matter is in premelinary stage of investigation. No FIR has been registered.

Secondly, can one file criminal defamation suit against some one filing a false or dismissed complaint filed with the police station on basis of his complaint filed with the police.

You can file an Right to Information application mentioning the detail you require with concerned Police Station.

As other experts suggested you can get the copy of the complaint legally by following the route of RTI act.
However please be informed that when there is no cause of action for defamation,i.e., the intended complaint which appear to defame the name and fame, has not been entertained or has been dismissed there is no cause of action for defamation case itself.
