How can we legalize our building document

We have our building which is constructed in kalwa (thane) under grampanchayat passing in 1992 .
Their are 18 flat out of which 6 flat have registration agreement and rest all have notary agreement,we don't have any legal documents of buildings expect ,tax receipt unauthorised (in which landowner and flat owner both name had been mention) electricity bill,sale agreement in which 6 are registration and 12 have notary agreement,so can we do society registration with this document and can we go for deemed conveyance,so in future if we want to redevelop the same building their should be no obstacle,plz guide also if any one do this process plz let me know,we will hire him....

There is.no bar for registering the.society.Thereafter you can legalise by passing resolution for allotment on the basis of agreements and registering in your names.

I think, out of 18 flats only 6 have registration documents but others are notary documents and you cannot form the society.

This is not a legally recognised property on the names of the occupiers.
The people occupied the vacant lands and then sold them to some buyers based on some notarised document.
In case of any amnesty scheme opened by government you can avail the opportunity to confirm your rights over the property.
